BADGERS MOUNT PARISH COUNCIL (update extracted from the September 2014 BMRA newsletter)

The final Order for the formation of the new Badgers Mount Parish Council has been issued by Sevenoaks District Council. The Parish Council will come into effect on 1st April 2015 and until the elections in May 2015 our existing three Shoreham Parish Councillors will be responsible for any interim planning applications etc.
 
On FRIDAY, 10th OCTOBER 2014 an open meeting will take place in the Memorial Hall, Highland Road at 7.15pm. Despite his recent promotion in the Cabinet, Michael Fallon still intends to attend this meeting and address residents about the opportunities afforded by this change. Roger Gough, our KCC Councillor will also be present and give a short talk. Philip McGarvey, Deputy Leader of Sevenoaks District Council will also be present to discuss the opportunities of the new Parish Council.
 
We hope that as many residents as possible will join the Badgers Mount Parish Council Working Group on the 10th October to hear what our guests have to say. There will be an opportunity for residents to ask questions during the meeting of our guest speakers and the Working Group.

Badgers Mount is currently in the parish of Shoreham.
In April 2015 Badgers Mount is due to become a parish in it's own right - see Community Governance Review below.

Countdown to Badgers Mount Parish Council – May 2015

Preparations are currently underway for the formation of Badgers Mount’s own parish council, which is due in May 2015.
 
Initial suggestions are for there to be five parish councillors elected to serve on Badgers Mount Parish Council. Should anyone be interested in becoming a parish councillor for Badgers Mount in 2015, or just wishes to see what a parish council actually does – don’t forget that meetings of Shoreham Parish Council (which includes Badgers Mount Ward) take place regularly at the Memorial Hall and all are welcome to attend.

The overall number of councillors and whether a parish should be divided into wards and the number of councillors for those ward."

SHOREHAM PARISH COUNCIL & BOUNDARY CHANGES

Sevenoaks District Council (SDC) is reviewing the boundaries of Parish Councils within the district. Badgers Mount is currently a Ward of Shoreham Parish along with Well Hill. Shoreham Parish Council have recently considered how best to organise the Parish for the future. They looked at a number of options which included the three Wards separating or no change at all. All changes were rejected by a marginal majority with a recommendation for the ‘status quo’ to remain (no change). The question is do you, the residents of Badgers Mount, agree with this or would you prefer to split?

The Residents Association are minded that Badgers Mount would benefit from separating from Shoreham & Well Hill. It is therefore, up to the Association to make a recommendation to SDC if it wishes to make any changes to the Parish boundary by becoming independent. The consultation process for this will be ongoing but we have to give a preliminary indication on this to SDC by Thursday, 23rd February 2012.

One major benefit to Badgers Mount would be that we would have greater control over the annual precept which is currently set by Shoreham Parish Council and is part of YOUR Council Tax. It is estimated that 45% of Shoreham’s precept currently comes from Badgers Mount BUT we only have 33% of the electorate. The precept in Shoreham this year was £46,000. As our village has very limited amenities, a large amount of your money is spent on facilities in Shoreham which few, if any, Badgers Mount residents use. If Badgers Mount became an independent Parish it would have the flexibility to control the level of precept that YOU contribute to.

The major cost elements would be reduced to the Parish Council Clerks salary, insurance and administration costs plus a small amount for amenities etc and if this were to happen it could lower the Badgers Mount precept (the percentage of your Council Tax which is given for use by the Parish Council).

Other benefits include all Parish Council meetings being held in Badgers Mount, making it is easier for residents to attend, give their views and shape our community. It would also mean that Badgers Mount would have its own identity within the Sevenoaks District, raising our profile and ensuring that we are notified of consultations such as the recent KCC Minerals & Waste Development Framework. Currently our District Councillors rarely attend Parish Council meetings. However, if these were in Badgers Mount we might see them more often and they would be more in tune with the community. We see only two possible negatives to becoming an independent Parish and they are the initial setting up procedures and of course, before making any final decision we would need to be absolutely sure that we have sufficient volunteers to ‘staff’ the Council but we believe these are not insurmountable.

With the Introduction of the Localism Act recently and becoming a separate Parish Council we would benefit from drawing up a Neighbourhood Plan which could be customised to reflect our village’s individual requirements. If we remain with Shoreham Parish Council they would draw up the plan and as it would have to take account of Shoreham and Well Hill’s requirements, it is likely that it will not encompass our needs in such great detail.

The Association will arrange a meeting for all residents to explain this process, how we have arrived at the conclusion that we would be better off as an independent Parish and to hear your detailed views on this in the near future. However, we would like to obtain a preliminary indication from you as to whether you would support Badgers Mount becoming an independent Parish. At this stage giving your view does not commit us to any change we merely need to know your preference and whether you would support our proposal.

A slip is attached to this letter for your preliminary response. Slips should be returned to the Memorial Hall letterbox (kitchen door facing the Orpington Bypass) no later than SATURDAY, 18TH FEBRUARY 2012 or alternatively you can email your preference to traceybmdefence@hotmail.co.uk no later than this date.
